Here is the real issue...

There are still bad teachers and even band directors who still teach without accountability for their actions twords students. I know because I was a victim of harassment and discriminated for being Asperger's at a community collage and rules like this give the band director who hurt me more power. The teacher shortage is more a labor issue than a educational one. Teachers are sick of educators who don't know how to teach ruin their lives and their students lives as well.
